New PGD Programmes for 2025
2025 is set to be a big year for ICE and PGD with the introduction of the new PGD programmes. The programmes have been developed to meet the requirements of the new and revised unit standards and qualifications developed by Waihanga Ara Rau (Construction and Infrastructure) Workforce Development Council. The new PGD qualification and programme model incorporates several significant changes.
The adoption of a level of performance: To achieve this standard the apprentice must be capable of consistently performing the requirements and must be verified by a person who holds a relevant, current licence has had sufficient opportunity to observe the candidate’s performance.
New enrolment criteria: All new apprentices are only eligible to enrol into a qualification that they can complete in the workplace. They must be able to gain on-job experience including training and assessment opportunities for the apprenticeship they wish to enrol in.
Workplace assessment of practical unit standards becomes the preferred evaluation method. Naturally occurring evidence is gathered on-job by the apprentice, verified and then assessed against the requirements of the unit standard. The collated evidence will be collected and submitted digitally by the apprentice.

To ensure minimal disruption to ongoing apprenticeships most current apprentices will continue with their existing programme version throughout 2025. A transitioning into the new programme, will only be undertaken where it is beneficial to the apprentice’s progression, this will typically not take place until 2026.
